Job Summary ASSIGNMENT DESCRIPTION: Information Security Specialists (ISSs) ensure compliance with NGA's Information Security Protection Program to protect classified and sensitive information, and promote efficiency in the creation, classification, safeguarding, handling, use, and declassification of information. They develop, interpret, and implement information security and declassification policies and procedures, and develop security-education-related training programs and materials. They ensure compliance with the integration of sensitive critical program information, to include access determination, system accreditation, and applicable approval for physical security concurrence. They inspect and audit the Agency's protection programs, investigate the mishandling of classified material and unauthorized equipment introduced inside NGA space, and research and prepare for release responses for Freedom of Information (FOIA) and Privacy Act requests. They also collaborate with other agencies and private-sector entities on classification guides, coordinate the release of information, promote awareness, and advance other shared interests. Additional Job Information ADDITIONAL INFORMATION: Information Security Specialists (ISSs) ensure compliance with Executive Orders 12333, 13526 and 13556, Intelligence Community Directives 703 & 705, Department of Defense (DoD) 5200 .01 and 5105.60 , NGA, NIST policies, and NGA's Information Security Protection Program to include the Freedom of Information Act 5 USC 552, and demonstrate experience, thorough knowledge, understanding, and communication, to protect classified and sensitive information. The ISS operates independently by providing support for NGA's Information Security Program (INFOSEC), Operation Security (OPSEC), Security Education, Classification Management, and Program Protection in accordance with DoD, DNI, and NGA policy, and collaborates with security discipline representatives and agency SMEs to disseminate information to the workforce on security related matters. The ISS provides technical support, guidance, and advice to NGA internal and external partners regarding information security procedures, policies, processes, and requirements, and assists in developing products to market the program (i.e., web-based pamphlets). The ISS supports the Consolidated NGA (CoNGA) Security Classification Guide (SCG) add/change/delete cycle and develops and maintains website and/or SharePoint sites related to Classification Management, Program Protection, INFOSEC, SEA, and OPSEC missions. The Information Security Specialist (ISS) within the Office of Security, Information Security Branch (SISGC) possesses a proven ability to operate independently by providing support for NGA's GEOINT/Program Protection, and Classification Management. In accordance with DoD, DNI, and NGA directives, the ISS will collaborate with security discipline representatives and agency Subject Matter Experts to disseminate information to the workforce on security related matters. The SISGC ISS routinely demonstrates security experience related to analysis, operations, risk assessments, source collection, intelligence production, damage assessments, research and development, and/or supply chain risk management. The ISS will organize and actively function as lead on various planning and project teams, maintain project status reports, and develop and present oral and written presentations to management and others. The ISS also applies knowledge of the Department of Defense and Intelligence Community security policies in classification management, program protection, information security, and the Freedom of Information Act (FOIA) program to address security related issues that affect the NGA workforce. Mandatory Qualifications MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated application of knowledge in one or more of the following: Classification Management, Information or Operations Security, Supply Chain Risk Management, or Program Protection. Demonstrated ability to conduct analysis of unclassified, highly sensitive, and close-hold information to identify sensitive information that could adversely affect mission if revealed to those without a need to know. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in applying security concepts, principles, and practices to review, analyze and resolve problems, develop guidance, and advise customers, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience applying security concepts, principles, and practices to review, analyze and resolve problems, develop guidance, and advise customers, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Must obtain DoD Security Fundamentals Professional Certification (SFPC) within 24 months. Highly Desired Qualifications QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 4-year degree from an accredited college or university in critical thinking techniques, homeland security, information security, risk management, or supply chain management. Experience in managing information security implications within an organization, specific program, or other area of responsibility, to include strategic, personnel, infrastructure, policy enforcement, emergency planning, security awareness, and other resources. Experience performing duties in one or more of the following functional areas within the Intelligence Community: Personnel Security, Information Security, Records Management. Certification in one or more of the following: Security Fundamentals Professional Certification (SFPC), Certified Information Systems Security Professional (CISSP), or GEOINT Professionals Certification (GPC). Additional Job Requirements You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
