Job Summary ASSIGNMENT DESCRIPTION: EnterpriseArchitects build a holistic view of the organization's strategy,budgets, tradecraft requirements, processes, information, andservices to ensure that the business of an organization is alignedwith its strategic plan. They link business and processes to thestrategic plan through the strategies, objectives, and goals of anorganization. They also develop multiple architectural models orviews and use them to analyze current and future organizationalneeds. They deliver an architecture that meets enterprise businessneeds and serves as an effective decision-making tool. AdditionalJob Information ADDITIONAL INFORMATION: The Deputy, Chief DataOfficer will play a key role in authoring and creating dataexchange processes for use across the Intelligence Community. Thisposition will be involved in the architecting of thick and big dataenvironments, implementation/update of data retention policies andchampioning data governance across the enterprise. The Deputy CDOwill also ensure data ingest, curation and presentation processesare defined, documented, maintained and communicated to meetcustomer requirements. Position will have exposure to JARM/TOGAF,Federal data architecture framework, AI/ML, and new datatechnologies within data architectures and supply chain. The DeputyCDO will work in collaboration with Hadoop engineers, dataarchitects, metadata quality managers, data integration developers,data modelers, visualization experts, security engineers andMassively Parallel Processing (MPP) DBA's to design strategies forenterprise systems and set standards for operations, programming,and security. This position may be eligible for an INCENTIVE: Theselected candidates may be offered an incentive as part of theoffer of employment, based on budget availability. To receive theincentive, the selected candidate must sign a service agreementdepending on the approved amount or duration of the incentive. Ifthe employee leaves before the end of the service agreement, theemployee may be required to repay a pro rata share amount of theincentive to the government. EDUCATIONREQUIREMENT: A. Education: Bachelor's degree from an accreditedcollege or university in Computer Science, Systems Engineering,Information Technology, Mathematics, Operations Research,Statistics, or degree that provided a minimum of 24 semester hoursin one or more of the fields identified above and required thedevelopment or adaptation of applications, systems, or networks.-OR- B. Combination of Education and Experience: A minimum of 24semester (36 quarter) hours of coursework in any area listed inoption A, plus experience in the development and delivery of anarchitecture that meets enterprise business and IT needs, or arelated area that demonstrates the ability to successfully performthe duties associated with this work. As a rule, every 30 semester(45 quarter) hours of coursework is equivalent to one year ofexperience. Candidates should show that their combination ofeducation and experience totals 4 years. -OR- C. Experience: Aminimum of 4 years of experience in the development and delivery ofan architecture that meets enterprise business and IT needs, or arelated area that demonstrates the ability to successfully performthe duties associated with this work. -AND- Relevant Competencies:IT-related experience demonstrating each of the four competencies:Attention to Detail, Customer Service, Oral Communication, andProblem Solving. Highly Desired Qualifications QUALIFICATIONCRITERIA: In addition to the mandatory qualifications, experiencein the following is desired: * Strong understanding of databasedesign, file structures, functional database requirements andstandards. * Experienced with guiding others in datasynchronization processes, database requirements to includebackup/recovery. * Track record of evaluating domain architectures,data ontologies and/or data modeling to identify relevantattributes, the need for new attributes and any associatedshortfalls and gaps. * Possess an active TS/SCI Clearance.Additional Job Requirements You must be able to obtain and retain aTop Secret security clearance with access to SensitiveCompartmented Information. In addition, you are subject to aCounterintelligence Polygraph examination in order to maintainaccess to Top Secret information. All employees are subject to aperiodic examination on a random basis in order to determinecontinued eligibility. Refusal to take the examination may resultin denial of access to Top Secret information, SAP, and/orunescorted access to SCIFs.
